MC1510 no global output

Integrated Circuit MC1510 does not message all players when line 3 is left blank.

It will message a single player if a name if provided in Line 3, but if line 3 is left blank no message is sent.

According to the wiki
Third line: Player name, Or Leave blank to message all players

Disregard this now. I just noticed we were one version short. Its working in the latest build.
