I want to turn all of the control blocks off but I didn't know if setting their values to nothing would work. I found the "minecart-control-blocks" setting in wiki but do not see it in config file or in config section in wiki, so not sure where it goes.

If you wish to disable vehicles, just make enable-vehicles false. But to disable a specific control block, set the required block to 0
