One thing I have noticed is that when converting from xp to xp bottles it is not a 1:1 conversion and sometimes multiple levels are lost

It would be nice if there was an option to change the conversion rate

Bottle of enchanting in themselves are random, so we can not guarantee the amount. Therefore conversion rates aren't very possible

Thanks, I was aware that they are random.

I guess what I was really asking was would it be possible to set it statically so it gives you the same amount each time instead of it being random

Partially done. You can now set how much XP each bottle is worth when converting, but not how much XP the bottle drops when breaking.
