Tree Lopper "You don't have permission to build here"

If someone uses the tree lopper, and he's not OP, he will get this message, the first block will break but not the entire tree:

"You do not have permission to build here"

Is there a fix for this issue?

I had this a month or so back, to fix I turned off either advanced-block-checks or pedantic-block-checks (Cant remember which one it was that caused the above)

If turning off those options fixes it, you have a plugin that is disabling the craftbook functionality.
