Cooking Pot not working

Cooking pot fails to work on versions 3.8.3 and newer (but works on 3.8.2), this includes 3.8.5r1.
I am using Spigot Build 1330 if that matters.

Cooking Pot sign can be created
Cooking Pot does not work with raw items in it.

Firstly, is it enabled, secondly pastebin your startup log.
Have you also put fuel in the cooking pot?

Fuel is present, cook sign can be right clicked, but the items in the chest fail to be cooked when they are inserted...

Can you provide a screenshot of the sign after putting a lot of fuel in it, whilst there is some raw beef inside it?
