Create a bank account, but it's not listed with /bank list

I've installed and configured CC3. All seems to be working well, with the exception of bank accounts.
/money properly reports the amount of money my account has.
/bank create 'Savings' reports that an account was created successfully.
/bank list returns '[ ]' as the accounts I have access to.
Is this correct behavior? Why is my own account not shown?
Using CC3 3.3. H2 database.
