Configs like wait-before-heal and block-per-block is good to have default on server wide default

But on some server there might be multiple worlds
where one is for war (which would have longer delay for healing)
and another one is for survival (and would have shorter delay)

Maybe good to have most config have a server wide default
Then let user add world specific config later

I will consider it, but I doubt I'll implement it. It's a lot of work for not much.

I don't think I'm going to implement that, I don't have enough time, but if you feel up to the task, go ahead and make a pull request. Just be sure to respect the code standards.
