It's possible to add custom blocks using item frames and barrier blocks. These blocks are going to generate lagg when they are placed in large amounts, but could still be used to fix the shortcomings of the current mushroom-based custom blocks. Most servers would probably use mushrooms for the simple blocks and item frames for the special blocks.

Alternatively, I could try mob spawners or block displays + barriers.
