Improve equipped night vision effect

Currently, using the night vision potion effect as equipped potion effect on weapons or armor doesn't work well because the 'duration' is only 4 to 2 seconds: the minecraft client will play a fading night vision effect when it has less than 10 seconds left, which is always the case...
The best fix is probably to increase the duration to ~15 seconds for the night vision effect rather than the usual 4 seconds.
It looks like regeneration also has problems when the duration is too short. Possibly poison as well. I should check this out when I have more time.
