Suggestion: Make silent quit/join messages toggleable for op's

The discordsrv.silentjoin and discordsrv.silentquit perms hide the join/leave messages. Remove those perms from the user to make there join/leave messages show. If you don't have a permissions plugin, we recommend Luckperms.
