Why?

This allows for both designating a file for all hook-related configurations & also makes sure that all DiscordSRV config files only include DiscordSRV config options.

What and How?

Generate a hooks.yml config that includes all hook-related config options. Migrate the old hook options into the new hooks.yml config file, and remove the old hook options from the DSRV configs.
