PAPI parsing linked offline players

Suggested by @Night_killer#6829 on Discord. Add a config option to enable passing the OfflinePlayer of the associated linked Member to PAPI for chat messages sent from Discord.
Most common usage would likely be ingame prefixes instead of using roles.
Replaced by #904.
