The Problem is that MultiVerse depends on the Permissions-API but doesn't define that Dependency in the plugin.yml.
The Problem is solved by adding the following to the plugin.yml:
depend: [Permissions]
This ensures that DroxPermsBridge (which provides the Permissions-API) is loaded before MultiVerse.
