Use WorldGuard's API to make a flag that disables normal mob spawns but not pets.

If you mean WorldGuard, Pets automatically override WorldGuard's mob spawn flags 😉

Prob make a option to make the mobs opposite :D

Name the mob Dinnerbone, it goes opposite :P
I'm pretty sure there should be way to do that with naming the mob anything.
