doesn't work with ANSI and UTF-8

For example:
help: '&eUse &6/%cmd% &efor help.'
translate to
help: '&e輸入 &6/%cmd% &e取得說明.'

save in ANSI or UTF-8 then reload plugin

both will display garbled
