I've tried adding different versions of the time set permission for my moderators, but none of them seem to work. We're running Spigot 1.11.2, EssentialsX, and PermissionsEx. Any tips?

There are two permissions for this.

essentials.time - allow access to the /time command (without arguments, specifies current server time)
essentials.time.set - allow modifying server time
