Add option to update GeoIP database.

EssentialsX version (run /essentials): 2.0.1 build 562
It is possible to have an option for saying database.update.enable: true?
Also an option like database.upgrade.expiry-in-days: 10 would be great. Let the .dat files be update by every x days.
