Those with color sign permissions are able to make their own sell signs with &1&1[Sell] on the top line of a sign and they can choose any amount of money they wish. This does not work with buy signs or gamemode from the looks of things but just sell signs.

Another plugin is modifying your signs then. We fixed this awhile ago.
