Feature description
Restore permissions lookups based on item IDs and damage values on 1.12.2 and below, as well as showing item IDs in /itemdb.

How the feature is useful
While item IDsdon't make sense on 1.13, they are often the only way to target specific items/blocks on older versions of Minecraft/Spigot.
