Thunder Defaults to being disabled even when enabled

Problem
When ever i go to use the channeling enchantment useing a trident, the lightning never comes when it is suppost to. When i use /thunder true, it fixes it for a bit then disables itself again.

What I have tried
Ive looked through the config and online for others who have had problems. When i try to settle for haveing to redo the command for a year at a time, it gives me the error from above.

Cannot replicate on 1.14.1 with experimental builds (which do not change tridents/enchantments at all).

After running /storm, shooting a Trident with the Channelling enchantment at a mob correctly spawns a lightning bolt.

If you can provide clearer instructions on what the issue is, I'll reopen this, but I can't see any issues here.
