Feature request

Feature description
I want players to be able to do /near, but if a moderator is in spectator mode the people can tell that the mod is nearby. There should either be a permission node to be exempt from /near or a config option to disable being shown in /near while in spectator mode.

How the feature is useful
If someone is being reported for cheating/hacking etc, I'd rather go in spectator mode rather than vanish just to make sure they're not doing anything malicious. Vanish does hide me from /near, but it also hides me from the player list which I don't want. I want to still be visible in the server, just not visible with /near in spectator
