I Can't /Pay a towny account... it keeps giving me a "player not found" error!

1. I do /baltop and get the list of players, towns, and nations accounts that show up in the list.
2. I try to pay a town or nation account and it gives me that error

However... /eco give t_townname 1000 (and it works just fine)

But i want players to be able to give /pay money to other towns. I know in the essential userdata files all the towns show up with NPC=TRUE is that the problem? and if so how do i make it NOT say that? any suggestions would be very helpful.

So what do i need to type to let players deposit money into town/nation accounts?
