There is no error log in the console, and when using the command / hat with the item in hand, it is prompted that there are no items on hand to wear.
Most likely the issue is because you are using GroupManager, which is probably not respecting Essentials' default permissions, and you are using OP/*. Use LuckPerms or set up your defaults properly.
