PermissionsBukkit & Vault installed, but error received
Essentials reports in server log:

You are 817 builds out of date, please try to reproduce on the latest dev build and let us know if this continues
I think you are confusing the version listed in the linked issue with this one...
As stated above this occurs with EssentialsX v2.17.2.130
The latest Jenkins / Dev version is v2.17.2.135, which would be 5 builds behind. I doubt a build 817 versions behind would enable on 1.16.1 without a bunch of errors...

PermissionsBukkit doesn't appear to have any Vault integration, which is most likely the problem here. In addition, EssentialsX barely (if at all) supports this permission plugin. It would probably be wise to upgrade to a modern one with proper Vault support, such as LuckPerms or PermissionsEx 2.
