Feature request

Description

The recently added Random Teleport feature should be followed by an option to bypass the teleport-delay duration.

Implementation

I thought of two ways to implement this feature:

• A permission, such as essentials.tpr.instant; or
• A config option, such as instant-random-teleport.

Usefulness

It would be especially useful for servers that prefer handling TPR through a portal rather than a command. If this feature request is implemented, players will no longer have to stand still for a few seconds in the portal before being sent to the wilderness.

This feature request is complementary to #3479.
