User with proper permissions is unable TPA. All other commands work fine.

When user /tpa
, the recipient isn’t notified
The console knows she’s issuing the command
Other users (both in the same group and not) are able to use the command
User can't /tpa
to anyone
Steps to reproduce
User /tpa [user]
Expected behavior
Expect the recipient to be prompted with the usual tpa info.
