Feature request

Feature description:

To add a permission node for the [delay] parameter in /spawner. Something like essentials.spawner.delay "Allows access to configure the delay in which spawners trigger"
How the feature is useful:

This will be useful for primarily server admins to not have spawners run at ridiculous speeds configured by the user, potentially lagging servers with a lot of entities.

This would be really helpful for me
