Bug description

according to config.yml, set teleport-safety: false and force-disable-teleport-safety: true should allow players to /back to unsafe locations, however, it does not work.

Steps to reproduce

1. set teleport-safety: false and force-disable-teleport-safety: true
2. restart server
3. die in lava pool
4. /back

Expected behaviour

/back will back to the lava pool, keep burning player into death

Actual behaviour

it show
Error: The teleport destination is unsafe and teleport-safety is disabled

teleport-safety and force-disable-teleport-safety both need to be set to true :)
