Bug description

Granted yourself /op, or essentials.build.* permissions. And I found a case that OP player can't pick up any item at all.

Steps to reproduce

1/Give yourself /op or just add essentials.build.* as required permission
2/Login with another account, you will have the first username with OP and the second without OP
3/Try to drop ANY item you want on your feet-The username with OP CAN pick up the item(intended)
4/Again, try to drop ANY item you want. BUT this time, drop it on the feet of the username without OP.

Expected behaviour

After the item is dropped on the feet of the username without OP, the username with OP CAN pick up the item.(Because the username without OP COULD NOT pick up the item)

Actual behaviour

After the item is dropped on the feet of the username without OP, the username with OP CAN NOT pick up that item AT ALL.
*Tested on test server.
