Bug description

When using commands without permissions it gives the command delay even doe you don't have the permission for it.

Steps to reproduce

Using an non oped alt use commands with delays example /feed with 1 min delay.

Expected behaviour

The expected behaviour is the command only showing you don't have permission without the delay messages.

Actual behaviour

People with feed permission see the delay with count down people without the feed permission only see the no permission message and no count down delay messages.

There is no correct way to fix this in my eyes, as our command cooldown code is ran before we know what exact command will executed. If someone finds a solution and would like to PR it, feel free but in the meantime I will close this.
