Bug description

if inside a room filled with the material minecraft:light, commands like tp & tpa will place you above them in the air. They should be treated the same way as air/cave_air instead of a solid block.

Steps to reproduce

1. fill an area with minecraft:light
2. have one player stand in the area
3. use /tpa or tp to go to that player
4. fall from the sky

Expected behaviour

teleport to player as typical

Actual behaviour

you teleport on top of the light "blocks" and fall onto the ground.
