Bug description

Players ar able to use the /heal even if the cooldown is set, but it doesn't heal from effects nor it fills the hunger bar.

Steps to reproduce

1- Use /heal
2- Get damaged
3- Use /heal again

Expected behaviour

Use /heal only onece every 20 minutes

In this video you can see the player executing the command "/heal" for the second time, the cooldown message appears, but his health bar refills again, but not healing the effects or fill the hunger bar.

Don't know why it says unconfirmed as I gave you a video with proof

I can't reproduce this.
Using /heal during the cooldown results in the usual error message but does not refill my hearts.

Could you please try again with just EssentialsX, Vault, and LuckPerms installed? Also, please supply a new dump using
/ess dump all, the included dump doesn't include your config file.

Nevermind, it seems that there is something else going on on my production server, tested on a clean server and it works as expected. Thank you for your time and patience
