An ignored player can still request to teleport, the reciever just doesn't get the chat message.

Bug description
Requesting to teleport to a player who has ignored you still works, they simply do not receive the chat message.
Steps to reproduce
X ignores Y
Y sends X a tp request.
X does not receive a chat message about this request but can still accept this request.
Expected behaviour
If a player /ignores another player, The ignored player should not be able to send a tp request.
Actual behaviour
If a player /ignores another player, The ignored player can still send a tp request.
