Bug description

So the issue is with all the spigots so it's not version related, i did however confirm with the owner of the plugin and told me to go to you guys for it. Is it possible you guys could add citizens2 support in order to negate this issue, because it's also widely used by not just me but lot of people?

Steps to reproduce

Create an npc and do /killall, kill commands to kill mobs

Expected behaviour

Since it doesn't support it yet remove even npc's but it wouldn't make sense to do that.
