Bug description
When sending a /tpa request to players, the request message doesn't show up on their end. However, for OP'd users the message does show when a request is sent.
Steps to reproduce
Use EssentialsX-2.21.0-dev+42-8a57856
Send a /tpa request
Expected behaviour
Recipients should receive the tpa request message regardless if their OPd or not
Actual behaviour
After further testing realized its the same with /efly, /v, /near and /online. Essentially every essentials command.
wouldn't it rather be this issue #5663 ?
