Enable underwater explosions

In vanilla Minecraft, underwater explosions take place but they only damage near entities. Near blocks are not damaged due to water surrounding them. A proven effective way to allow these explosions to do block damage is to remove near water in a certain radius from the center of the explosion, so vanilla explosion can reach blocks and destroy them. The water must be removed just before the explosion takes place (i.e. listening to the explosion event at highest priority).
Right now, putting WATER as a material damaged by a explosion allows to remove water before the explosion (because ExplodeAny damage management takes place just before the real explosion), but is not an effective way of doing this (it makes no sense to damage water instead of simply removing it) and of course not the most efficient.
