Faction to Faction chat doesn't appear to work properly on Tekkit Classic 1.2.5

This is only tested locally but when I tried it didn't notice that other faction members were online at the time of testing. This was on my personal build and I have not tested with the current dev build yet.
Ticket being placed mostly for tracking purposes until I can retest.
