Describe the bug

A console error appears when a player executes the //set command in the global worldguard region (with the build:deny flag) where he is neither a member nor an owner.

To Reproduce

1. Select area.
2. Execute //set dirt
3. Nothing happens.
4. Console error. No errors in the log file

Expected behaviour

According to the executed command he should place dirt in the selection.
