//regen does not support BlockMetas such as skulls and banners

Describe the bug

If u have a custom world generator that uses hats or banners in any way,
metas such as patterns or skull owners are not set.

We used //regen to regen some damaged chunks in our plotworld

To Reproduce

  1. Put Plotsquared on ur server
  2. Make an road schem that use some playerheads of ur self
  3. Use //regen to regenerate some of the roads
  4. U see skins of heads are missing

Expected behaviour

To regen default metas on //regen

Btw: there are also custom generators where the grass and trees are no longer there after //regen.

Is this (both issues) still the case with the changes to regeneration made a short while ago?
