You are able to mine stone with any pickaxe, even wooden.
The config files haven't been touched and this was on a non OP account.

AppVeyor build: 67 (latest at the time of writing)
Minecraft Version: 1.14.4
Server Version: Paper 1.14.4 (Build 156)

Surrounding stone is not softened when ores are mined.
Surrounding cobblestone does not collapse when cobblestone is mined.

Yea, should be in its own issue, just quickly glanced over the code and it shouldn't have any issues, from a first glance. May need to add some debugging to this one, as it uses the old BlockRelationsList

I still need to see the config regardless.

I need the /version ExtraHardMode output, appveyor or not. I do not care about appveyor builds or build numbers (they're a convenience for those who'd like to test dev versions without having to build the project on their own machine).

Also, please check the server log, especially anything of note at startup.

Extra information:
Mining stone with an iron pickaxe makes it lose only normal durability.
Mining any ore will turn the surrounding stone into cobblestone.
No errors in the console, the only output I get from ExtraHardMode is:

Yea, the feature was temporarily removed in those versions. Try the latest dev release now.
