Mining stone/hardened blocks is possible with bare hand

No message appears. Holding any non-allowed item works as expected, but not with no item at all.

I think this is intended given how long it takes to maneuver in this fashion. Thoughts?
Breaking e.g. stone with bare hands take the same amount of time as with any non-pickaxe item, yet the plugin doesn't let you use these items.
Personally I think the plugin should disallow hardened blocks to be broken except with an allowed tool. The other way to make it consistent would be to make hardened blocks breakable with any non-tool item, but I don't think that's as good as the first
