Describe the bug(This is towny command)
/town new {townname}
/confirm
New town should be created if I issued towny command but not created.
(This bug is related many mods and plugins. So I'm worried about should I write this issue here.)

To Reproduce
Steps to reproduce the behavior:

1. Using Enderpay, GrandEconomy, Vault, Grand-Economy-Vault-Integration, Towny in mohist server.
2. S:economyBridge= enderpay
