Water does't flows between chunks

Observed Behavior
Claim owners and trusted owner place water, but when the water get to the next chunk the water just stop (Adding photo for better explanation)
We didn't set any special flag or something
Expected Behavior
Water should flows normally between chunks
Reproduction steps
- Place water close to the chunk border
- Water flows
- Water stop con the edge of the chunk

Running without GriefPrevention
- I attempted running the server without GriefPrevention installed.
- The problem does not occur when GriefPrevention is removed from the server.
Running with only GriefPrevention
- I attempted running only GriefPrevention on the server.
- The issue still occurs when GriefPrevention is the only plugin running.
Running on a fresh, clean server installation

Using unmodified client

To clarify: you're certain the water flow is stopping at a chunk border, and not at the border of a claim? (Liquids inside a claim don't flow outside a claim)
Closing due to lack of response, but assuming due to claims. Probably made less confusing/fixed by #1218
