Item Frames can be broken, items stolen and rotated in ver 16.18.4. No way to toggle this anywhere?

Running without GriefPrevention

This is almost certainly a bad plugin interaction, because it cannot be reproduced with just GP.

Easiest way to locate those is to check plugins listening to relevant events (in this case either the HangingBreakEvent or the EntityDamageByEntityEvent) and remove them half at a time. If you're seeing GP's message, GP is cancelling the event and another plugin is un-cancelling it. If you're not seeing GP's message, either an addon is allowing the interaction in the ClaimPermissionCheckEvent or it is being cancelled before GP receives it, then un-cancelled later.
