Starting Player Account Balance on EBeanDAO

The player starting amount is currently implemented only in the DerbyDAO. It probably shouldn't be in the DAO at all.
What steps will reproduce the problem?
- set a starting player account balance in config file to something greater than 0
- players start with 0.0 account balance
What is the expected output? What do you see instead?
Players should start with a virtual balance equal to what is specified in the config fileWhat version of the product are you using?

I have a log, but there we no errors thrown.
