Plugin not working

I open server it says the plugin is on, but the commands aren't working I use bukkit 1.12. Please Help

Can you try renaming your file from HarryPotterSpells+v1.1.9.jar to HarryPotterSpells v1.1.9.jar instead and see if that works for you?
