[Feature] Command for forcing Up||Down Stairs.

This would be nice on both tunnel and road and maybe bridge too.

So we can surface a tunnel without having to switch to road and digging up and vice-versa.

Also Thanks for the great plugin! Keep up the good work.
I love the designer.
