right clicking the signs and nothing comes up

Hi I recently downloaded your plugin for 1.11.2 and I did check the version and it said it was for 1.11.2. So I followed everything in one of the videos featured on spigot and when it came to the "right clicking the sign" nothing came up. so I checked the plugins (in the game) and the plugin wasen't there even though it was in the plugins file. So then tell me is it for 1.11.2 or not if not and I was tricked I will not be best pleased >:( but if it is then please tell me who I can fix this fault? I hope you can reply and fix my suituation

Review the server logs and see what errors are listed at startup
