Problem
I don't use a priest, players can get married and divorced by themselves, but they can't get divorced when their partner is offline. Is it possible to set them to be able to take a divorce when their partner is offline?

What I have tried
I looked in the config but didn't find it (unless I'm blind)

There is the marry.offlinedivorce permission, players with this permission will be able to divorce their partner, when they are offline.
