Help request

Problem

My staff can no longer do /marry listenchat it simply returns a list of commands.

What I have tried

I've checked permissions, we do have marry.listenchat
I've added marry.* and marry.listenchat.autojoin
I've opped myself.
The command just appears gone.
How do we listen to the marry chat now?

The command is disabled by default. To enabled it please set the AllowSurveillance config option to true.
